The Reno-Tahoe Airport Authority (RTAA) has issued this Request for Qualifications (RFQ) with the sole purpose and intent of obtaining Statement of Qualifications (SOQ) submittals from qualified, professional firms or teams (Respondent) interested in providing professional engineering services for the planning, design, coordination, project and construction management, and preparation of construction documents associated with the Arrival and Departure Escalator Modernization Design Services (Project) at the Reno-Tahoe International Airport (RNO). The Project consists of providing design services for the modernization of four (4) escalators, including but not limited to, demolition, analysis of existing welds, rivets and overall structure, installation of designed and fabricated upper and lower modules, step bands, comb plates, access covers, handrails, code and safety upgrades, signage, and related appurtenances. Specific project requirements and design features for the Project will be developed in collaboration with Project stakeholders as part of the design process. The design services shall include construction phasing plans, an operational plan accommodating escalator closures, and contingency plans for tenant operations during construction. If awarded, an Agreement (Agreement) to provide these services will be effective on the date an Agreement is approved by the RTAA Board of Trustees, signed by all required parties, and filed with the Purchasing and Materials Management Division. As is more fully explained in Section 12, Evaluation Criteria of this RFQ, an award, if made, will be made to the best overall Respondent whose SOQ is most advantageous to the RTAA, taking into consideration the evaluation factors set forth in this RFQ. The RTAA reserves the right to not award an Agreement for any work herein; issuance of this RFQ solicitation does not guarantee any subsequent award. Furthermore, the RTAA reserves the right to hire any additional subject matter experts as needed for specialty items at its discretion. A mandatory Pre-Proposal meeting will be held on October 8, 2021, commencing promptly at 1:30 PM PST, and will be held at 2001 E. Plumb Lane, Reno, Nevada in the main terminal area. There will be a site walk immediately following the pre-proposal meeting. Respondents are required to submit one (1) ORIGINAL copy of their SOQ and one (1) electronic copy on a flash drive. The Respondent should ensure that the thumb drive is not corrupted, or password protected and contains the entire SOQ response. The package containing the original SOQ and thumb drive shall be sealed and clearly marked “SOQ- Arrival and Departure Escalator Modernization Design Services RFQ 21/22-05.” SOQ responses shall be submitted no later than the date and time stated above in Section 6, Schedule. Mailed and hand delivered responses shall be enclosed within another envelope with the notation "SOQ SUBMITTAL ENCLOSED" on the face of the outside envelope and received at the following address: Reno-Tahoe Airport Authority Purchasing and Materials Management Division 2770 Vassar Street Reno, NV 89502 Late SOQs will not be accepted and will be automatically disqualified from further consideration. No SOQ, whether mailed or hand delivered, shall be considered if it has not been received at the RTAA Purchasing and Materials Management Division, 2770 Vassar Street, Reno, NV, on or before the SOQ submittal deadline. Postmarks do not qualify as delivery. The clock at Purchasing Office is the RTAA’s official clock; timeliness of SOQs will be determined using only this clock. Respondents assume full responsibility for timely delivery of its SOQ at the specified location. Respondents assume the risk for the method of delivery chosen. The RTAA assumes no responsibility for delays caused by any delivery service. Oral, telephonic, faxed or emailed SOQs are invalid and will not receive consideration. All Respondent's should continually monitor this website to ensure receipt of addenda associated with this proposal.
