This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) located in La Jolla, Ca on a sole source basis with Ray Troll Graphics. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures with an estimated value of less than $100,000. Proposed contract will be for full-color graphic designs for the Southwest Fisheries Science Center located at 8901 La Jolla Shores Drive, La Jolla, Ca. 92037-1508. Ray Troll retains the copyrights on his art work and sole license, therefore the only provider of these services. Proposed contract will accomplish the following tasks:

• The contractor shall collaborate with SWFSC on a full color graphic illustration of California Salmonids, their habit and interactions with humans in a changing climate.
• Contractor will develop a theme and treatment and closely coordinate with the SWFSC Salmonids Graphic Review Board, and any other official(s) or processes that have been selected to review and/or agree on the final theme and treatment.
• A high resolution digital image of the finished art work will be provided by the contractor in Photoshop and Adobe Illustrator format no later than one year from the time of the award unless otherwise negotiated between the contractor and SWFSC.
• The contractor will coordinate with a graphic designer to prepare the images to be used in the print and e-poster version of the mural for outreach and educational purposes.

The North American Industry Classification System Code (NAICS) of this procurement is 711510 with a small business size standard of $750K. It is the Government's belief that only Ray Troll Graphics can provide these service. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately 09/01/2014 through 08/08/31/2015. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
