The Department of Treasury, Bureau of Engraving and Printing (BEP), intends to negotiate a sole-source Basic Ordering Agreement with Sabree Environmental and Construction of Columbia, MD for asbestos abatement services at the BEP Eastern Currency Facility (ECF) located in Washington, DC 20228. Task orders will be issued under this Basic Ordering Agreement for a period of performance to cover 60 months.

Description of Work:

The contractor will furnish all labor, materials, services, insurance, and equipment to abate and dispose of all asbestos containing materials and asbestos contaminated materials for the Bureau of Engraving and Printing's Eastern Currency Facility located in Washington, DC. This specification covers required procedures to be followed by the contractor in the removal of fryable, non-fryable, mastic, and any other additional asbestos containing materials as identified at the BEP ECF Facility. These procedures also include all steps the contractor must take to maintain fiber-in-air concentrations to the specified levels during asbestos abatement at a particular site.

This is a sole source procurement under authority of FAR 6.302-5 for Other Than Full and Open Competition. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements is encouraged to submit a one (1) page capabilities statement to the Office of Acquisition by 5:00 p.m. Eastern Time on 25 September 2013. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed above. Responses received will be evaluated for future requirements. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation. Responses are due 25 September 2013 5:00 p.m. Eastern Time.
