US Army Corps of Engineers, Rock Island District, intends to solicit on a sole source basis under the authority of FAR 6.302-1 to American Society of Civil Engineers, 1801 Alexander Bell Drive, Reston, VA 20191. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. American Society of Civil Engineers is the only know source that offers online access to the ASCE databases of journals and proceedings. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00pm CST on 27 December 2012. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
