The US Army Engineer Research and Development Center (ERDC) - Vicksburg, MS intends to issue a sole source award utilizing Simplified Acquisition Procedures to American Society of Civil Engineers (ASCE) for the renewal of annual subscriptions. ASCE, 1801 Alexander Bell Dr. STE 100, Reston, VA 20191-4382 is the only source that can provide this subscription because they are the sole publisher and provider of electronic access to ASCE journals and proceedings. The following Multi-Site ASCE electronic titles are required:

- ASCE Journals Collection
- ASCE Proceedings Collection
- ASCE eBooks
- ASCE Standards

The ASCE journals are essential in performing civil and military research missions at ERDC. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 519130 Internet Publishing and Broadcasting and Web Search Portals, with a size standard of 500 employees. The Government intends to procure from only one source under the authority of FAR 13.106-1(b). This is not a request for competitive proposals and no solicitation is available. This notice of intent is for information purposes only. All sources eligible to provide this product must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this product as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within five (5) calendar days after publication of this notice, to the effect that comparable products are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
