Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA)  intends to award a sole source purchase order with Laser Technology, Inc. to provide four (4) Asphalt Binder Quality Assurance Testers (QATs) that were developed under Cooperative Research and Development Agreement (CRADA) No. FHWA-2012-02.  This technology uses a coaxial air jet to produce an indentation and a laser deflectometer to measure the resulting deflection.  FHWA is currently working with Laser Technology, Inc. to develop the technology for conducting non-destructive procedures for evaluating pavement materials and their performance.  Purchasing additional QATs will assist FHWA in studying/measuring steric and physical hardening of asphalt binders, to monitor phase separation of asphalt-additive blends, and to characterize latex emulsion and ground tire rubber modified binders.  As such, Laser Technology, Inc. is the only source who can provide the QATs. 

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
