The Naval Air Systems Command Headquarters Division, Patuxent River, MD intends to award a Firm Fixed Price Modification to Contract N00019-07-D-0017 with General Electric Aviation, located at 3290 Patterson Ave Grand Rapids, MI 49512-1934 for the upgrade of the ASQ-215 Digital Data Set (DDS) test equipment. GE is the Original Equipment Manufacturer (OEM) of the ASQ-215 and maintains the one and only test set used for manufacturing and Customer Service. This test set needs updating to replace an obsolete processor, drivers and interfaces. The upgraded PC-based ASQ-215 Test Unit must be backward compatible with the existing ASQ-215 Acceptance Test Procedures/Plans (ATP test compatible for both DTM and PDTM). The ATP contains GE proprietary data that is controlled by GE. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.3.02-1, Only one responsible source and no other suppliers or services will satisfy agency requirements.
