The United States Agency for International Development in Malawi (USAID/Malawi) intends to issue a Request for Proposal (RFP) for the implementation of “Assess the Learners” (YESA) Activity in Malawi. USAID intends to use full and open competition for this procurement and to release the solicitation within December 2016 – January 2017. This is a Cost-Plus-Fixed-Fee (CPFF) completion type contract, with a total estimated cost in the range of $12 to $18 million, covering a total estimated period of five years. YESA will implement activities at the national level and in all 5,500 schools and communities. 

The primary purpose of this activity is to create a multi-level monitoring and evaluation system for the National Reading Programme to assist the Government of Malawi’s (GoM’s) efforts to improve the reading skills of Malawian students nationwide. The Contractor must achieve the following objectives: 1) National Reading Assessment instituted; 2) Universal school–level utilization of assessment strategies and techniques for reading instituted; 3) Community-level capacity for the performance and informed use of reading assessments instituted; and 4) Integration of reading assessments into National Reading.

This pre-solicitation notice does not obligate USAID/Malawi to release an solicitation or award a contract nor does it commit the U.S. Government to pay for costs incurred in the preparation and submission of a proposal.
