The Department of State (DOS) requires a vendor with health insurance expertise to assess the existing Accident and Sickness Program for Exchanges (ASPE) program and advise the Bureau of Educational and Cultural Affairs (ECA) on different options for cost-effective healthcare insurance coverage that meets the unique needs of the Department's exchange participant population. The vendor will be allowed to have scheduled interviews with the ECA personnel to gain a full understanding of program requirements in order to analyze at least three healthcare options that will meet ECA's needs.
