The Centers for Disease Control and Prevention intends to issue a sole source purchase order to University of Washington, Children’s Hospital and Regional Medical Center, 4800 Sand Point Way NE, Seattle, WA 98105 for an assessment of the impact of rotavirus vaccination on childhood gastroenteritis, due to their number of rotavirus case files. Rotavirus is the most common cause of severe diarrhea in US children less than 5 years of age, accounting for more than 30 percent of all severe childhood gastroenteritis episodes requiring medical attention. In 2006, a vaccine for rotavirus was licensed for use in the United States. Surveillance to assess impact of vaccination program against childhood acute gastroenteritis (AGE) is a national priority. Linking routinely collected hospital discharge data with their vaccination status will provide an excellent, cost-efficient method of assessing the public health benefits of a rotavirus vaccination program. Since rotavirus disease can vary year to year at any given hospital, having baseline data from 2000-2006 will be important to assess trends in disease since vaccine introduction. The contractor will provide all labor, equipment, supplies and facilities necessary to: 1) examine computerized records of outpatient and emergency room (ER) visits and hospitalizations at Children’s Hospital (CH) in Seattle, WA for acute gastroenteritis among children less than 5 years of age during 2000-2008; and 2) to assess trends in all-cause AGE before and after introduction of the rotavirus vaccine in 2006, and provide the data to the Government. Contractor will conduct the following tasks: 1) Review of ED and hospital discharge data. Hospital discharge data for July 1, 2000 through May 31, 2008, shall be reviewed to select those records with specific codes for Acute Gastroenteritis (AGE) in children 0-59 months of age. 2) Linking discharge data with hospital clinical laboratory data: Clinical laboratory data for the period July 1, 2000 through May 31, 2008 shall be reviewed to find results of rotavirus tests routinely ordered by health care providers for children 0-59 months of age. These data will be linked to the ICD-9 discharge data on AGE visits. 3) Immunization data: Vaccination data shall be obtained on rotavirus case-patients from Nov 2007-May 2008 and control patients identified through the emergency department. The period of performance for this contract will be one year. Deliverables are data on AGE discharge data from July 1, 2000 through May 31, 2008, rotavirus testing results, and vaccination data on case-patients and a group of control patients as well as an accompanying report with information deemed to be relevant for data analysis and. Data will be submitted on a compact disk in an Excel or other similar flat file. CDC believes that this requirement is met by only one provider. This procurement will be processed under the authority of FAR 6.302-1 and 6.302-2. Only one responsible source and no other sources will satisfy agency requirements. No solicitation is being issued.
