NOTICE TO CONTRACTORS - INVITATION TO BID Electronic proposals for the ATH-STIMSON AVENUE, ODOT PID 106687, City Project #315, will be received by the City of Athens, Ohio, through http://www.bidexpress.com until 2:00 PM on June 8, 2020. At that time, the electronic proposals will be downloaded and read aloud. The opening will be broadcast on the City’s website, https://www.ci.athens.oh.us. Hard copy proposals will not be accepted by the City. The project includes roadway improvements along 0.43 miles of Stimson Avenue, including full depth pavement reconstruction, pedestrian facility upgrades, new signals at East State Street and Campbell Street, lighting improvements, landscaping, and water and sewer upgrades. The Engineer’s Estimate for the Base Bid, Traffic Control Alternative, Additive Alternate 1: Overhead Sign Structure, Additive Alternate 2: Landscaping, and Additive Alternate 3: Stairs is $5,606.627.56. Copies of the contract documents and specifications may be obtained electronically, for no fee, by providing a valid email address to [email protected]. Instructions to download bid specifications and plans will be emailed to the bidder. Each proposal shall contain the full name and address of each person or company interested in the same. The electronic proposal shall also be accompanied by a proposal bond in the amount of one hundred percent (100%) of the bid, or by a cashier's check for ten percent (10%) of the bid, made payable to the City of Athens, Ohio, conditioned that if the bid is accepted, a contract will be entered into within thirty (30) days after notice of acceptance. The City of Athens also will accept surety verifications through Surety 2000 (http://www.surety2000.com/) or Insure Vision (http://www.web.insurevision.com/ebonding/). A performance bond of one hundred percent (100%) of the amount of the contract with a satisfactory surety company, conditioned according to law, will be required for the faithful performance of the contract. The contractor must be ODOT pre-qualified. Only prequalified contractors will be eligible to submit bids for construction projects. Prequalification status must be in force at the time of bidding, the time of sale, the time of award, and through the life of the construction contract. For work types that ODOT does not prequalify, the City of Athens will select a qualified contractor. Subcontractors are not subject to the prequalification requirement. The “Prime” contractor must perform no less than thirty percent (30%) of the total original contract price. The work shall commence upon written notice of award by the City of Athens. The Contractor must comply with the Federal Prevailing Wage Rates on public improvements in Athens County as ascertained by the U.S. Department of Labor under the Davis-Bacon Act. The Contractor must comply with the Federal requirement for utilizing Disadvantaged Business Enterprises (DBEs) for this project; the assigned minimum DBE goal is eight percent (8%). The Contractor must comply with US Iron and Steel requirements per 23 CFR 635.410 and ORC 153.011 and 5525.21. The City of Athens reserves the right to waive informalities as may be in its best interest.
