This is a pre-solicitation notice for a base plus four option years for the manufacturing Air Force Academy Cadet athletic jackets and parkas in accordance with (IAW) United States Air Force Academy (USAFA) Specifications. The outer shell fabric for the athletic jackets are government furnished material (GFM).

This will be a firm fixed price, requirements type contract with a base year plus four one-year options.
The base year performance is 1 October 2017 through 30 September 2018 to include four one-year options. The Berry Amendment (DFARS.252.225-7012) and Buy American Act (DFARS 252.225-7001), both apply to this acquisition. The outer shell of the Athletic Jackets is Government Furnished Material (GFM) and the fabric for the Parkas is contractor furnished. Delivery shall be FOB destination to USAF Academy CO 80840. Delivery is required no later than 150 days from receipt of a delivery order. The North American Industry Classification System Code is 315210 and the small business size standard is 750 employees. This acquisition is set-aside for small business. It is anticipated the solicitation will be issued electronically on or about 14 June 2017 on the Federal Business opportunities (FBO) web page at http://www/fbo.gov. Due date for receipt of proposal will be indicated in the solicitation document when it is released. Once the solicitation is posted on FedBizOpps, it is incumbent upon the interested parties to review this site frequently for any updates or amendments. It should be noted that paper copies of documents will not be provided. To be eligible for award, a prospective offeror must be actively registered in the System for Award Management (SAM) database. The website for SAM is http://www.sam.gov.
The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government to achieve a best value award. The following factors will be used to evaluate proposals:

5352.201-9101 OMBUDSMAN (JUN 2016)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman,

(d) The ombudsman has no authority to render a decision that binds the agency.
