1. The United States Coast Guard Training Center Cape May, Cape May, NJ intends to negotiate a Sole Source Firm Fixed Price (FFP) to Atlantic Diving Supply, Lynnhaven Pkwy, Suite 160 Virginia Beach, VA 23452-7383 under GSA Contract Number GS-07F-5965P.

2. The purpose of this acquisition is to award a sole source Firm Fixed-Price Purchase Oder to Atlantic Diving Supply for the purchase of one USCG small Unmanned Aviation Systems (sUAS), Skydio X2D and one Skydio Academy Online All Access (1 Year License).  Only one source is capable of providing the supplies at the level of quality required because the supplies are unique and highly specialized. USCG intends to procure a brand name specification for Skydio X2D in accordance with FAR 8.405-6(b), the particular brand name product is capable of providing the sUAS because the product, Skydio X2D is unique and highly specialized based on the compliance with Section 848 of the National Defense Authorization Act for Fiscal Year 2020. The Department of Defense (DoD) Defense Innovation Unit (DIU) was tasked to develop a list of “trusted” drone options for DoD and Federal Government partners. In addition, this product is in accordance with DHS Policy Memorandum 119-08 and the DHS sUAS Cybersecurity Guidance.

3. This notice serves as both a synopsis of the requirement and public notice of the USCG’s intent to sole source. A determination by the Government to not complete this proposed requirement based upon responses to this noticed is solely within the discretion of the Government. The Government does not intend to pay for information provided in response to this notice.

Written responses to this notice shall be sufficient documentation to establish a bona fide capability to fulfill this requirement. All responsible sources may submit a capability statement, proposal, or quotation to be considered by the agency. All responses to this posting must be in writing via the https://sam.gov. By April 13, 2023 Time: 1100 EST and reference no. 67100PR230000115. If the Agency does not receive an acceptable response to this announcement by the specified date, negotiations will be conducted with Atlantic Diving Supply, as the only source and delivery order will be issued without any additional notices being posted. As a result of this notice, a separate award notice or further public notices shall not be made. This notice constitutes all of the USCG’s public notice requirements.
