The Joint Force Headquarters - Department of Defense Information Network (JFHQ-DODIN) is seeking sources for Audio Visual and Graphic Design Support.

INTRODUCTION:

This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses,  Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services.

The objective of this effort is to obtain knowledgeable and skilled individuals for full-time Audio Visual Support Services, dedicated Cyber Exercise and Training Room support, as well as Graphic Design support. The goal is to obtain a team of personnel, performing as independent contractors and not as agents of the Government, who will ensure that complete customer satisfaction is maintained in these critical operational support areas across the JFHQ-DODIN.

The incumbent effort provided knowledgeable and skilled individuals for full-time Audio Visual Support Services.

Current Place of Performance: JFHQ-DODIN HQS, 6910 Cooper Avenue, Fort Meade, MD 20755.

1. REQUIRED CAPABILITIES: The Command is required to communicate world-wide via multiple government and commercial systems.  Describe your experience in providing audio visual/ video tele-conferencing support utilizing a variety of teleconferencing tools and software programs.
2. The Command has the need to produce quality graphic design presentations across multiple mediums. Describe your experience and acumen combining art and technology to communicate ideas through images and the layout of web screens and printed pages.
3. JFHQ-DODIN collaborates with internal and external commands; you will need to operate on three levels of classification to coordinate, schedule, and operate DCS, GVS, MS Teams and VTC. Preventative maintenance and troubleshooting techniques to identify operational issues with AV equipment. Describe your experience using visual communications technology and capabilities; as well as conducting preventive maintenance and troubleshooting techniques to identify operational issues?
4. JFHQ-DODIN is a joint operational headquarters that works directly with 45 different areas of operation. Describe your experience in developing story boards and graphics when it comes to communicating military concepts and terms.
5. Please state whether your company currently holds a Top Secret Facility Clearance.

SPECIAL REQUIREMENTS

All contractor personnel assigned to this contract shall be U.S. citizens and possess a Top Secret / Sensitive Compartmented Information security clearance before contract award.  The contractor shall comply with the provisions of the DoD Industrial Security Manual for handling classified material and producing deliverables.

SOURCES SOUGHT:

The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541513, with the corresponding size standard of $27.5M annually. This Sources Sought Synopsis is requesting responses to the following criteria from businesses that can provide the required services under the NAICS Code. 

To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein.  You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.

Proprietary information and trade secrets, if any, must be clearly marked on all materials.  All information received that is marked Proprietary will be handled accordingly.  Please be advised that all submissions become Government property and will not be returned.  All government and contractor personnel reviewing submitted responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.  The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
