US Army Corps of Engineers, Portland District intends to award a sole-source, Firm-Fixed Price order with DLT Solutions, 2411 Dulles Corner Park, Suite 800, Herndon, VA 20171. The purpose of this acquisition is to purchase Autodesk Inventor Professional 2016 File version 20.0.13800.0 software. DLT Solutions is an authorized government reseller under Blanket Purchase Agreement N00104-12-A-ZF30, which makes them uniquely qualified to provide this product. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold.

A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 511210. The size standard as defined by the U.S. Small Business Administration is $38.5 million.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a quote to the contracting officer before the notice end date. If no affirmative responses are received by 12:00 PM Pacific Time on March 28, 2018 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
