The U.S. Army Special Operations Command, Fort Bragg, North Carolina intends to negotiate on a sole source basis with Telos Corporation, 19886 Ashburn Rd, Ashburn VA 20147-2358 as implemented by FAR (8.405-6 (b)(1) and 16.505(b)(2)(ii), "Only one awardee is capable of providing the supplies or services required at the level required because the supplies or services ordered are unique or highly specialized." This action will provide Automated Message Handling System (AMHS) maintenance for a base year and four (4) twelve month option periods. Telos proprietary software support is required to sustain and maintain an existing suite of software and hardware for SIPR, NIPR and Special Handling (SPCH) Official Messaging Networks. AMHS provide automated, web-based distribution and management of messaging across the enterprise.
This notice is not a request for offers. The contractor identified is the only known source for the subject requirement. However, any other responsible vendor believing they have the capability of meeting the requirement may submit their capabilities to include technical documentation to establish the potential of meeting the Government's need. To be considered, any such documentation shall be submitted in writing by 18 June 2012 at 1:00 PM EST. No extensions will be granted. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not bona fide competition exists. The applicable NAICS code is 511210.
