The Naval Air Systems Command (NAVAIR) intends to negotiate on a sole-source basis with Lockheed Martin Mission Systems and Sensors (LM MS2), 1801 State Route 17C, Owego, New York, 13827-3998 for the non-recurring and recurring engineering efforts required to implement the Automatic Radar Periscope Detection and Discrimination (ARPDD) upgrade to the Multi-Mode Radar (MMR) via a retrofit Class I Engineering Change Proposal (ECP) into MH-60R aircraft delivered to the fleet in the MMR radar configuration. The scope includes the non-recurring and recurring efforts to design, develop and produce retrofit kits, to conduct Validation and Verification (VAL/VER) for each unique kit configuration, to address any affected Integrated Logistsics Support (ILS) elements, and to prepare and deliver Routine Action Technical Directives (TDs) for the required modification.
This contract will be awarded on a sole-source basis to Lockheed Martin Mission Systems and Sensors (LM MS2), which as the developer and integrator of the MH-60R mission avionics system, software, and overall architecture, is the only known source with the knowledge, experience, and proprietary technical data required to perform these tasks within the necessary time frame.
