The Naval Air Systems Command (NAVAIR) intends to negotiate on a sole-source basis with Lockheed Martin Mission Systems and Sensors (LM MS2), 1801 State Route 17C, Owego, New York, 13827-3998 for the non-recurring engineering efforts needed to design and certify all production support equipment required for full rate production; update Acceptance Test Procedures (ATP) and certification procedures; update MH-60R production drawings; modify the Multi-Mode Helicopter (MMH) Production Lab; and, update MMH production lab and hagar test procedures to allow for the incorporation of the ARPDD radar in to the MH-60R production line.
This contract will be awarded on a sole-source basis to Lockheed Martin Mission Systems and Sensors (LM MS2), which as the developer and integrator of the MH-60R mission avionics system, software, and overall architecture, is the only known source with the knowledge, experience, and proprietary technical data required to perform these tasks within the necessary time frame. Numbered Note 22 applies.
