The Naval Air Systems Command (NAVAIR) intends to negotiate on a sole-source basis with Lockheed Martin Mission Systems and Sensors (LM MS2), 1801 State Route 17C, Owego, New York, 13827-3998 for the recurring efforts required to produce, deliver and implement the Automatic Radar Periscope Detection and Discrimination (ARPDD) upgrade to the Multi-Mode Radar (MMR) via retrofit Engineering Change Proposal (ECP) 2885R1 into MH-60R aircraft delivered to the fleet in the AN/APS-147 radar configuration.
This contract will be awarded on a sole-source basis to Lockheed Martin Mission Systems and Sensors (LM MS2), which as the developer and integrator of the MH-60R mission avionics system, software, and overall architecture, is the only known source with the knowledge, experience, and proprietary technical data required to perform these tasks within the necessary time frame.
