The Naval Medical Logistics Command (NMLC) is seeking sources to provide nonpersonal auto transfusion services in support of the Naval Medical Center (NMC) Portsmouth, VA. The contractor shall provide adult auto transfusions and pediatric orthopedic auto transfusion services for the Main Operating Room (MOR) and same day operating areas, Directorate of Surgical Services, located at NMC Portsmouth, VA. Service is required, as requested, for elective and emergency procedures. Service for elective procedures will be provided Monday through Friday, exclusive of Federal holidays, from 0700 through 1830 hours. A list of scheduled procedures will be provided in advance for scheduled procedures. Service for emergency procedures shall be provided at any time Monday through Sunday, including after hours, weekends and Federal holidays. The contractor shall be able to provide on-site response within 45 minutes for emergency procedures. In addition to providing the services described above, the contractor shall furnish all equipment and supplies necessary for the collection and processing of autologous blood for reinfusion, including but not limited to: auto transfusion system(s), bowls, cardiotomy reservoirs, anticoagulation/aspiration assembly w/dead enders, blood filters, and transfer bags. The estimated period of performance is a base year with four one-year option periods.

This sources sought notice is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
