GE Aviation Systems, which acquired Smiths Aerospace, the Original Equipment Manufacturer (OEM) of the WMC, is the current repair facility for the Fleet WMC units and has retained the essential tooling and test equipment needed to produce the required circuit cards to upgrade the WMC EDUs. The unique tooling, fixtures, software and test equipment are defined in the data not owned by the Government. Procurement of this data and competitive sourcing to a new manufacturer would result in unacceptable delays in fulfilling the agency's requirement.
Under the proposed contract, GE shall produce the required circuit cards to be utilized in the upgrade of the 10 WMC EDUs to the final USMC Fleet production part number configuration. The contractor will install the new circuit cards in the WMC EDUs and test and certify the units prior to release back to the Government. The contract will also include a contract line item for the repair of the WMC circuit cards that are not replaced as part of the production upgrade, which will be utilized on an as needed basis.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 04 June 2015, 1200 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
