Sources Sought

The Air Force is publishing a Sources Sought Synopsis.  There is no solicitation available at this time.  Requests for a solicitation will not receive a response.  The purpose of this Sources Sought is to determine if there are any businesses available that are capable of performing the effort described herein.  The D'Azzo Research Library AFRL/RQWC at Wright-Patterson AFB, OH has met its requirements by procuring full database access to the various titles listed below:

-Aviation Weekly AWIN Aerospace & Defense (online)

-Global Military Aircraft Programs Intelligence Report (pdf)

-The Aviation Week Guide to Combat Aircraft (pdf)

-2015 Military Fleet & MRO Forecast Market Study (pdf)

Period of Performance will consist of One (1) Base Year and four (4) Option Years.

16 July 2015 through 15 July 2016 -Base

16 July 2016 through 15 July 2017 -Option Year 1

16 July 2017 through 15 July 2018 -Option Year 2

16 July 2018 through 15 July 2019 -Option Year 3

16 July 2019 through 15 July 2020 -Option Year 4

This notice information is to support market research being conducted by AFLCMC/PZIEC to identify capable potential sources.  The acquisition strategy has not yet been determined. Market research results will assist the Air Force in determining whether this requirement will be a full and open, a small business set aside, or a sole source acquisition. If this effort becomes a Small Business Set-Aside, FAR 52.219-14, Limitation on Subcontracting will apply. Therefore small businesses that would like to be considered for a small business set-aside should demonstrate how they could comply.

This effort is expected to result in a Firm Fixed Price contract. The anticipated period of performance is 16 July 2015 through 15 July 2016.  The applicable North American Industry Classification System Code is 519130 (Internet Publishing and Broadcasting and Web Search Portals).  Small Business Size standard is 500 employees.

Required Submittal: Contractors should submit, by the due date listed above, the following:

1.       Company Information to include:

                a.            Points of contact, addresses, email addresses, phone numbers

                b.            Identification as a large U.S. business, small U.S. business or a foreign business.

                c.             Identification of any other socioeconomic status including: Small Disadvantaged Business, Woman Owned Small Business, Economically Disadvantaged Woman-Owned Small Business, 8(a), Service Disabled Veteran Owned Small Business, Veteran Owned Small Business or HUBZone.

                d.            Please note that size indicated should be based on the NAICS code for this effort listed                                                 above.

                e.            A summary of your related capabilities information based upon the Contractor Requirements identified above. It should be brief and concise, yet clearly demonstrate your abilities to meet the stated requirements including: company CAGE Code (awardee will need to be registered in SAM) or DUNS Number, and description of relevant contract experience with Government or commercial customers.  Limit responses to a total page limit of 5-7 pages in a Microsoft Word compatible format.

2.       Address your approach to how the subscription would be provided as requested above.

3.       Provide no more than five contract history matrices for any contract(s) relevant to this effort (Include information about current work or work completed within 3 years of date of this notice). For all current or past contracts deemed relevant, provide the following administrative reference information. (There is no page limit pertaining to matrices.)

                a.            Company/Division Name

                b.            Program Title

                e.            A brief description of the contract effort

 Any information submitted by respondents to this sources sought synopsis is strictly voluntary.  The Government will not reimburse the respondents for any costs associated with their response.  This synopsis does not constitute a Request for Proposal nor does its issuance restrict the Government as to its ultimate acquisition approach.  The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided.  Respondents should not construe this notice as a commitment by the Air Force for any purpose.
