The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Administrative Support Center intends to negotiate on a sole source basis with the University of Massachusetts-Amherst for the analysis of salmon survival in the Northwest Atlantic, including populations in eastern Maine listed as endangered under the Endangered Species Act. The University’s long history of knowledge of the problems facing restoration efforts with Atlantic salmon; extensive experience in providing scientific information on Atlantic salmon to every level of government; and significant expertise in climate modeling and fisheries makes it uniquely qualified to provide the scientific expertise and assistance needed to accomplish the objectives of the proposed climate and stock abundance analysis project. This proposed study is required by the National Marine Fisheries Service (NMFS). The performance period shall be for a basic period of one year beginning on September 1, 2003, plus two one-year priced options. The estimated date of award is July 11, 2003. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. The applicable NAICS is 541990. This action is estimated below the simplified acquisition threshold. No contract award will be made based on responses to this notice as this notice is not a request for quotation or proposal.
