The National Institutes of Health, Fogarty International Center (FIC) intends to negotiate on a sole source basis, with Jessica Seidman, 3639 Veazey St., NW 20008 to procure technical services. This is a continuation of a previous service. The contractor will serve as a research assistant and will assist in assessing and measuring the contribution of infectious diarrhea to mortality, malnutrition, impaired gut functionality, and the bioavailability of pharmaceuticals in the presence of abnormal mucosa. The contractor will also assist in the programmatic and administrative management of the overall project and studies related to other vaccine development. The duration of this service is for six months. Jessica Seidman is the only known source capable of providing the required service. This action is under the authority of 41 U.S.C. 253 (1) as set forth in FAR 6.302-1. Only one responsible source and no other service will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received before the closing date of this announcement. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. It is anticipated that Request for Quote (RFQ), NIHDK2008031 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due five (5) days after the release of the RFQ.
