This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number GED-RFQ-5298, this is a small business set-aside, NAICS 541380 Standard size - $6.0. Quantity: 80 each. Statement of Work For Biochemical analyses of plasma samples for vitellogenin, and sex steroids from Sheepshead minnows. General The contractor shall perform a quantifications of vitellogenin, and sex steroids (ratio of 17B -estradiol, to 11-ketotestosterone) on an individual plasma sample from sheepshead minnows, Cyprinondon variegatus, exposed to various chemicals. These analyses will be performed for the Environmental Protection Agency, Gulf Ecology Division at 1 Sabine Island Drive, Gulf Breeze, FL. There will be a minimum of 50 plasma samples and a maximum of 80 plasma samples. The contract will be for a period of one year. Government Furnished Items The government will provide plasma samples in hematocrit tubes collected by bleeding fish exposed for 21 days to toxic chemicals. Contractor Furnished Items and Services Specific Tasks The contractor shall split the plasma sample in order to complete both vitellogenin and steroid content analyses. They shall perform quatification of vitellogenin in sheepshead minnow plasma, with purified vitellogenin standards from sheepshead minnows as a recovery check standard. The contractor shall then perform an analyses on the remaining plasma to quantify the ratio of 17â-estradiol to 11-ketotestosterone contained in it. Standards for 17â-estradiol and 11-ketotestosterone shall be analyzed. Each sample will be analyzed in at least duplicate. The contractor shall submit a Quality Assurance and Control protocol, methods for analysis and data from a sheepshead minnow plasma sample demonstrating the criteria can be met with the request for quotation. The contractor shall submit a report within sixty days after receipt of samples. This report shall contain the data analyses and detail the methods used and the results of QA measures. It shall be submitted electronically using Microsoft EXCEL and a hard-copy output of data files (i.e., spreadsheets) for the purpose of quality assurance. It will include 1. Date of sample homogenization, extraction and analysis, 2. Tabulated sample results by designated EPA code number. 3. Explanations for all data qualifications. 4. Reference analytical methods. 5. Explanations for all departures from the analytical protocols and discussion of possible effects on the data. Any laboratory notes discussing the problems encountered must be included as an appendix to this report. Upon completion of the project, the contractor shall forward original records such as laboratory notebooks and printouts from analytical devices, technical files to the government representative.
