The Federal Law Enforcement Training Center intends to award on a sole source basis to John Hopkins University the requirement for a comparative analysis of the Federal Law Enforcement Training Center Training Programs and Operations. This synopsis is a notice of intent to award under other than full and open competition and should not be viewed as a request for competitive proposals. However, all responses received by the date identified above will be considered by the Government. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
