NA USACE, Engineering Research and Development Center (ERDC) requires the services to identify and characterize the impacts and effects of military smoke and obscurant exposure and emissions on selected aquatic plants. This work will require selecting the opt imal species for outdoor field testing and analyzing the toxic effects in accordance with scientifically acceptable and defendable protocol to measure chlorophyll concentrations, growth and changes in biomass. Period of service will be no later than 30 Dec ember 2003. This proposed procurement is advertised for full and open competition, and will result in a firm fixed-price purchase order under Simplified Acquisition Procedures.
