The Naval Sea Systems Command (NAVSEA) intends to negotiate with and issue a sole source modification to Dewolff, Boberg, and Associates (DB&A), 100 North Central Expressway, Suite 210, Richardson, Texas 75080, for additional consulting services, as part of a previously awarded Command-wide Efficiency Management and Productivity Improvement Consulting Services contract. The resultant modification will add an approximate 1,100 manweeks of effort. DBA has already begun the Command-wide study and as such holds significant knowledge of NAVSEA and affiliated Program Executive Office (PEO) procedures, contracts, policies, and organization. The scope of work requires that the contractor evaluate NAVSEA processes, program management functions and duties, and government and contractor manpower needs. As such, it is a requirement that the contractor be free from all potential conflict of interests, cannot be currently performing any other NAVSEA contract, and will be prevented from being awarded any future NAVSEA business. DBA is in a unique position of never having held a NAVSEA contract, other than the current Command-wide Efficiency Management and Productivity Improvement Consulting Services contract and is excluded from performing any different type of future effort for NAVSEA.
