The Naval Air Warfare Center Weapons Division, China Lake, CA is seeking a finite element model that is capable of producing in situ stress values for a 3D volume to a depth of 10 km in a releasing bend structural geologic setting. Results of this model must be able to describe the fracture network and fluid flow regime associated with the dilatational jog, and must produce reservoir-scale predictions of most likely paths for fluids produced from, or injected into, the reservoir in the future. Proposals are being requested on a full and open competition basis using aBest Value Approach using FAR Part 12, Acquisition of Commercial Items and FAR SUBPART 13.5
- Test Programs for Certain Commercial Items. This requirement will be for a base year with one, one-year option for a total of 2 years. Base period will be for one year from date of award. The option year based on the initial performance would be the following year as applicable. A complete Statement of Work (SOW) will be provided and released, with the Request For Proposal (RFP).
