The Department of Health and Human Services, Office of the Assistant Secretary for Planning and Evaluation (ASPE), through the Program Support Center (PSC), intends to award, under the authority of FAR 6.302-1, a sole source contract to Pennsylvania State University, College of Health and Human Development, Department of Health Policy and Administration, University Park, Pennsylvania, 16802, to design and conduct a survey of 800 frontline supervisors participating in the Better Jobs, Better Care Demonstration projects. The goal of this project is to provide policymakers with an understanding of the perspectives and experiences of frontline supervisors in long-term care organizations that are initiating workforce development interventions. A major requirement of this acquisition is that the contractor possesses expertise and experience in survey design, implementation, and analyses of data from direct care workers and supervisors participating in the Better Jobs, Better Care Demonstration grants. The staff at Penn State have designed the evaluation of the Better Jobs, Better Care demonstration, and developed existing survey instruments for direct care workers participating in the demonstration. The staff has also established close working relationships with the participating grantees under the Better Jobs/Better Care Demonstration project. Pennsylvania State University’s combination of research excellence and expertise in evaluation design, fielding and analysis of direct care workers and supervisory staff make it uniquely qualified to design and conduct a survey of frontline supervisors. Pennsylvania State University alone has the unique qualifications and expertise that would allow the project to be completed in a timely fashion and with information relevant to government policymaking. Therefore, the government believes that to award this contract to any other contractor but Pennsylvania State University would result an increase in cost. The purpose of this synopsis is to determine whether there may be other sources with the requisite qualifications to perform the work described above. Any organization capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as described above by August 6, 2004. No solicitation document is available at this time. A determination by the Government not to compete this proposed acquisition based upon responses to this Notice is solely within the discretion of the Government. Contractors may forward capability statements to the referenced address within 45 days after the date of publication of this Notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
