THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions, Procurement Branch for the National Institute of Dental and Craniofacial Research (NIDCR) of the National Institutes of Health (NIH), to negotiate and award a purchase order on a noncompetitive sole source basis to Vanderbilt University Medical Center, 691 Preston Research Building, Nashville, Tennessee 37232-6838. The requirement is to provide hybridization services to access quality and quantity of RNA Nano Scale Code Link. The sole source determination is based upon the need to replicate experimental procedures from the previous gene expression profiles of gingival tissue and cultured fibroblasts completed by Vanderbilt University. The hybirdization services required must be performed identical to the previous microarray assays. Changing sources at this time would effect the ongoing laboratory research and threaten the investment already made by the Government. This acquisition is being conducted under simplified acquisition procedures, and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS), is 541990 and the Size Standard is $6.5 million. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
