The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Covance Research Products, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for the purchase of animal polyclonal and monoclonal (hybridoma) antibody services and LN2 Cell Storage. Services include the use of hybridoma cell lines developed by Covance Research Products. The hybridoma development project involves four phases: Immunization, Fusion, Cloning, and Stabilization of Hybridoma. Animal antibody production services are required from Covance to maintain consistency and continuity in existing research projects. This will be awarded as a Term Purchase Order for a period of approximately 10 months. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Covance Research Products. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
