This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Determinations not to compete this proposed procurement were made because: Dr. Diana Solovyeva is a prominent Russian waterfowl biologist. She is widely regarded as an eider expert and has conducted research on spectacled eiders in Arctic Russia. Dr. Solovyeva conducted a pilot study in 2002 on Ayopechan Island in the Chaun Delta and conducted the first 7 years of the project (2003 2005, 2007 2011). Due to Dr. Solovyevas expertise and involvement in the study disne 2003, there are no other comparable researchers who could conduct this research in 2012. The consistency of this project depends on Dr. Solovyevas continued involvement for its successful completion.
