Title/Description: Air Combat Command, Langley AFB, intends to issue a sole source solicitation to Johns Hopkins University Applied Physics Laboratory (JHU/APL), Johns Hopkins Road, Laurel, MD 20723 using 10 U.S.C. 2403(c)(3) as implemented by FAR 6.302-3, (a)(2)(ii) to obtain essential and unique scientific and engineering research and development, testing, and technical evaluations in support for the Air Force Command, Control, Intelligence, Surveillance, Reconnaissance Center mission (AFC2ISRC) located at Langley AFB, VA.
After the creation of engineering, research, and development capabilities during World War II, and as the result of continuing requirements levied by the Joint Chiefs of Staff, the Joint Requirements Oversight Council, or their predecessor organization, essential capabilities were established at JHU/APL and have been maintained over the years to the present. The capabilities that are currently required are for engineering, analysis, integration, research, development, modeling and simulation, and test and evaluation services necessary to enhance and sustain AFC2IRCââ¬â¢s capability to support national security. In each of the aforementioned capabilities, JHU/APL has provided leadership in the initiation and advancement of technical knowledge. Over 200 technical sponsors utilize the unique combination of technical talent offered by JHU/APL which has consistently demonstrated the vision and skills necessary to support the current and future AFC2ISRC mission and vision. DoD has designated the JHU/APL as a University Affiliated Research Center (UARC).
SCOPE: JHU/APL shall furnish AFC2ISRC with the specific research capabilities to perform the specific tasks as listed below:
Systems Engineering and Analysis: Systems engineering design, analysis, and evaluation of weapon systems and mission support systems in multi-platform system-of-systems architectures. C4ISR Systems Technology and Integration: Support for the integration of military and commercial systems for creation of integrated C4ISR (Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance) systems including design, development, prototyping, test, and demonstration of end-to-end system-of-systems architectures. Sensor and Information Exploitation: Application of ground, airborne, and space-based remote sensing technologies, data fusion techniques, and assistance in the incorporation of sensors and natural environment representations in fusion and exploitation models and processes. Warfighting Integration: System engineering and system definitions to enable horizontal integration of warfighting systems across multiple programs and agencies. Modeling and Simulation for Analysis, Development, and Experimentation: Application of models and simulations in various analysis, development, and experimental activities, and Verification, Validation, and Accreditation (VV&A) efforts. Mission Management: Assistance in the development of mission management concepts and the refinement of mission management requirement definitions. Warfare Analysis Laboratory Exercises (WALEXs): Use of JHU/APL's Warfare Analysis Laboratory (WAL) to conduct facilitated simulation-aided decision support exercises
This announcement constitutes a Notice of Contract Action of a proposed IDIQ contract for the planned period for the contract to be issued as a result of this solicitation is from FY 04 through FY 11. The award will be based on three evaluation factors: Past Performance, Management/Technical ability, and Price. Small businesses are hereby notified of potential subcontracting opportunities.
