It is the intent of the National Library of Medicine to negotiate on a sole source basis with University of Maryland University College for professional services, under authority of FAR 6.302, to investigate text retrieval algorithms and statistical natural language processing techniques that enhance access to MEDLINE abstracts at a finer-grained level and with a greater degree of accuracy. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
