MODELING OF FRETTING FATIGUE, WEAR AND RELATED DAMAGE MECHANISM RESEARCH/EXPERIMENTATIONSolicitation Number FA8601-06-T-0139. The proposed contract is for a non-personal service for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii). Proposed sole source contract will be a follow-on contract for continued research and reporting on subject matter described below. Substantial duplication of cost to the Government is expected if the contract is recompeted. The proposed source is Dr. Volodymyr Sabelkin. The service being purchased is the development and reporting on experimental data and analytical modeling of fretting fatigue, wear and related damage mechanism issues of titanium alloys and advanced materials when subjected to high and low cycle fatigue using analyses, experiments and destructive and non-destructive techniques. This service is being procured for the Air Force Institute of Technology at Wright-Patterson AFB, OH. This notice of intent is not a request for competitive quotations; however, all quotations received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
