GovWorks on behalf of the Center for Army Analysis (CAA) intends on awarding a sole source contract to The DuPuy Institute (TDI). CAA is acquiring follow-on services in the form of a project entitled, "Military Operations on Urbanized Terrain" or MOUT, to determine the effect of urban operations on force ratios, outcomes, casualty rates, armor loss rates, time, and advance rates. This third phase of this project will consist of a one sided analysis of various post-WWII operations and one WWII operation. Case studies will include: Manila 1945, Inchon/Seoul 1950, Hue 1968, Saigon 1968, Quang-Tri 1972, Panama 1989, Mogadishu 1992-1993, and Baghdad 2003. As such, all archival research will be in US records and follow-on work to and from proprietary data, previously completed by TDI. The DuPuy Institute is a Non-Profit institution and the only known provider of scholarly research and objective analysis of historical data related to armed conflict and the resolution of armed conflict. The use of TDI in a sole source contract is in accordance with FAR 6.302-3. TDI has been chosen because of previous efforts that have been completed by TDI, their expertise in the field, and their availability to complete the project in the short time period necessary for the MOUT analysis project. Intended award date is September 5, 2003 and the total project length is estimated at 180 days. This notice of intent is not a request for competitive proposals.
