THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Consolidated Operations Acquisition Center (COAC) intends to negotiate and award a purchase order on a noncompetitive basis to Ms. Rachel Hewitt, 4890 Battery Lane, # 417, Bethesda, Maryland 20814, to provide the Laboratory of Hematology Branch, with professional laboratory support services for the identification of peptide epitopes of tumor specific antigens for vaccine development. NHLBI, conducts and supports biomedical research in pursuit of knowledge to extend healty life and reduce the burden of disease and disability. The Stem Cell AlloTransplantation (SCAT) Section, Hematology Branch, within the NHLBI is an international leader of peripheral blood stem cell transplantation (PBSCT) research for hematological malignancies. The SCAT section conducts clinical and laboratory investigations of the diagnosis, treatment, and prevention of disease and infections in patients requiring PBSCT. A critical part of fulfilling this mission is identifying ways to make PBSCT safer, more efficacious and therefore, more widely applicable. The period of performance is for a twelve (12) months .Ms. Hewitt has been actively engaged in parallel research as the Laboratory of Hematology Branch and has extensive training and experience in flow cytometry techniques using tetramers, carboxyfluorescein diacetate, succinimidyl ester (CFDA-SE) proliferation assays and intracellular cytokine detection. The sole source determination is based upon the knowledge, skills and expertise that Ms. Hewitt possess and continues to provide in the investigaiton of human T cell reactivity using peptide libraries. Ms. Hewitt is an expert in molecular biology and has extensive experience in the evaluation of proteases and signal transducing pathways in cells necessary for theses experiments. An award to any other source would affect the NIH’s anticipated outcome based upon Ms. Hewitt’s experience, and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541990 and the Size Standard is $6.0M. The acquisition is being conducted under simplified acquisition and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
