The National Institute on Aging, IRP, intends to negotiate and award a purchase order on a noncompetitive basis with Johns Hopkins University, Bayview Proteomics Group, Baltimore, MD 21224 for follow up assays. The Proteomics Assays include: Assay 1: mass spec determination analysis; Assay 2: western dot blot determination analysis; Assay 3: iTRAQ quantative mass spectroscopy; Assay 4: iTRAQ data analysis; Assay 5: cell cultures; Assay 6: immunohistochemistry; Assay 7: western analysis single dimension gels; and Assay 8: western analysis 2D gels; The specialized proteomics analysis of cardiac issues will be performed using assays specifically developed by Bayview Proteomics Group for the specific conditions of the Laboratory of Cardiovascular Sciences, NIA. Only one responsible source that can fulfill the requirements of this contract. Only responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 253 (1), FAR 6.302-1 (b) (1). The cited authority is applicable since Johns Hopkins University, Bayview Proteomics Group is the only source that can fulfill the requirements of this contract. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirements of FAR, Part 6, Competition Requirement. The solicitation number for this acquisition is NOI-LCS01347 AND THE SOLICITATION IS BEING ISSUED AS A NOTICE OF INTENT. This NOI is not a small business set aside. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition circular (FAC 2005-18). This acquisition will be processed under Simplified Acquisition Procedures.
