The government (88 CONS/PKBB) intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(b)(1)(ii). The proposed source is Dr. Volodymyr Sabelkin. The item being procured is a research report on fretting fatigue, wear, and related damage mechanism issues of titanium alloys when subjected to high cycle fatigue using analyses, experiements, and destructive and non-destructive techniques. Dr. Sabelkin is being contracted to perform this work because of his vast past experience and technical expertise in this highly complex area. This notice is being published for information purposes only and is not a request for competitive quotations; however, any quotations received within one week of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
