The Office of Naval Research (ONR) has a requirement for the services relating to the development of data on the potential effects of low frequency sonar sound on marine mammals. The support requires the contractor to provide the necessary and required bio-acoustic monitoring systems and acoustic processing during the environmental data collection and analyses efforts. Planning for the Beaked Whale Experiment is also required for this effort. The tasks associated with this experiment include determining the most qualified independent scientists to perform the experiment, optimum time, duration, and location for the experiment; and providing the required assets to provide any sources needed and monitoring/observations for the experiment. ONR also requires environmental compliance services in support of the Navyâs undersea warfare programs. This support shall include, but is not limited to, providing scientific, technical, operational, and managerial support for the scoping, planning, drafting, reviewing, and finalizing of all necessary and required environmental compliance documentation related to the requirements set forth by EO 12114 and NEPA. It is ONRâs intent to negotiate on a sole source basis with Marine Acoustics, Inc. which has performed research and environmental assessments on prior undersea warfare efforts and is the current repository of the extant technical data.
