NAICS Code: 511140 DESC: The U.S. EPA has a requirement for participation in the Smart Way Transport Program. The program aims to reduce greenhouse gas emission and other pollutants from trucks and locomotives (ground freight carriers). The goals of the program are to (1) reduce greenhouse gas emissions and other pollutant; (2) recruit ground freight carriers to voluntarily reduce emissions; (3) promote the used of fuel reduction technologies; and (4) conserve the nations's fuel supply. The U.S. EPA intends to offer a firm fixed price contract for a period of 6 months. The contractor shall provide the facilities, personnel, trucks and services necessary to evaluate the fuel reduction technology. The contractor shall evaluate Hybrid Powertrain systems (MDV). The contractor shall evaluate the effectiveness of the technology on a quarterly basis for 6 months and provide the data to the EPA at the end of each quarter. The fuel reduction evaluation shall be consistent with determining the baseline fuel consumption prior to installation and use of fuel reduction technology. Anticipated date for issuing the RFQ is August 11, 2003. The anticipated purchase order award date is September 2, 2003. See note 26.
