The National Heart, Lung, and Blood Institute (NHLBI) at the National Institutes of Health (NIH) intends to negotiate on a noncompetitive basis, with BD Biosciences, 10975 Torreyana Road, San Diego, California 92121, to provide a standing customized testing service for on-going projects for the Pulmonary Critical Care Medicine Branch (P-CCMB) for thirty-two (32) each BD PowerBlot Phospho Mini-screen, part number 612001 and six (6) each, BD Powerblot full screening, part number 612000. The samples will be sent for simultaneous identification and measurement of nine hundred (900) proteins and phospho proteins by western blot analysis. This Western blot screening measures changes in protein expression by simultaneously probing control and experimental cell/tissue samples from a selection of more than 1000 monoclonal antibodies. This standing contract will be utilized on as-needed basis by the investigator for an approximate period of 12 months from the award date of the contract. There will be six (6) separate experiments over a course of two (2) months each. An award to any other source for this follow-on project would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541380, Size Standard $6.0 Million is applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
