THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Center (COAC) for the National Institute of Dental and Craniofacial Research (NIDCR) intends to negotiate and award a purchase order on a noncompetitive basis to Illumina Inc., 9885 Towne Centre, San Diego, CA., 92121. The purchase consists of 864 Micro array bundles, each of which can analyze 1536 SNP loci from a single sample. These 1536 loci span more than 130 addiction-related genes. Each bundle consists of sufficient arrays, reagents, and custom oligonucleotides for a single DNA sample. The sole source determination is based upon the chips interrogation of more than 130 genes simultaneously and will provide full haplotype information for all of these genes. In addition it has 168 Ancestry Informative markers that will allow the lab to control for population stratification within the lab’s populations. Use of another platform would require the government to validate all of the assays on that platform prior to carrying out the analysis, and this would not be cost saving to the government. The North American Industry Classification (NAICS) Code is 541710 and the Size Standard 500 employee. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
