The National Heart, Lung, and Blood Institute (NHLBI) at the National Institutes of Health (NIH), intends to negotiate on a noncompetitive basis, with the University of Texas (UT) Southwestern Medical Center, Exchange Park, 5323 Harry Hines Boulevard, Dallas, Texas 75390, in collaboration with the University of Texas Southwestern in participating in their Research on the large scale candidate mutation analysis of human patients with congenital heart disease. The UT will provide gene sequencing of NHLBI gene samples utilizing UTS Mouse Models methodology. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541380, Size Standard $6.0 Million is applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
