The U.S. Fish and Wildlife Service, Region 6, Denver, Colorado, intends to negotiate on a sole source basis with Mr. Meling, 2352 Williamsburg, West Jordan, Utah 84088 to provide an evaluation of this Region's level of compliance with the Department of Justice Uniform Standards for Federal Land Acquisitions. In accordance with FAR Part 6.302-1, the proposed action is for services for which the Government intends to solicit and negotiate with only one responsible source under the authority of 41 U.S.C. 253 (c) (1). Qualifications to support this sole source is that the firm/individual shall have (1) direct working knowledge of the Fish and Wildlife field operations experience in regards to Small Wetland Acquisition Program Easement Appraisals; (2) direct knowledge of subject properties in North Dakota; (3) direct working knowledge of Fish and Wildlife Regional Office operations; (4) extensive experience in both public and private sector wetland and grassland easements in 13 Western states; (5) MIA and ARA certifications; (6) experience as an expert witness by the Department of Justice; (7) understanding and sensitivity to the unique interagency and interagency formal and informal relationships for the conduct of evaluations and subsequent findings; (8) ability to assemble an appropriate panel and convey the parameters of the evaluation to a group of professionals working outside their normal roles; and (9) to meet a target dateline of October 1, 2004 without extensive time and training by the Fish and Wildlife operations. Any firm/individual who may meet these requirements are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with those requirements. All responses received no later than the closing date of this notice will be given consideration by the Government. A determination not to compete this acquisition is solely within the discretion of the Government.
