Sealed proposals (RFP 19-10) for the provision of a “Backbone Organization” for the Collective Impact Coalition as described in proposal package for Cecil County, Maryland, Cecil Human Services Agency and the Cecil County’s Local Management Board (LMB). Only PROSPECTIVE GRANTEES meeting all requirements listed herein will be considered. Selection of a proposal ensures that the outlined services will be included in the County's FY 19 grant application, but does not ensure that they will be funded. ALL AWARDS ARE CONTINGENT UPON FUNDING AND BUDGETARY CONSIDERATIONS, AND THIS RFP AND ANY AWARD MADE HEREUNDER MAY BE ANNULLED IN THE EVENT THAT THE GOVERNOR’S OFFICE DENIES CHSA’S REQUEST FOR APPROPRIATION. The overall purpose of this RFP is to provide information to agencies, herein referred to as “PROSPECTIVE GRANTEES,” interested in submitting proposals to meet the requirements for contractual services as described herein. Cecil Human Services Agency intends to fund a Backbone Organization to provide support to the Collective Impact Coalition for Disconnected Youth. The organization will work together with the Collective Impact Coalition to implement the Strategic Plan and strengthen services for disconnected youth through development, coordination and leveraging of community resources. It is the intent of Cecil County, Maryland to execute an agreement with the most qualified team that presents an economically viable proposal. The vendor(s) shall be selected according to Best Value as determined by a select County Committee. PROSPECTIVE GRANTEES are invited to attend a Pre-Proposal meeting to be held Tuesday, April 10th at 1 p.m. at the Cecil County Administrative Building, 200 Chesapeake Blvd., Elkton, MD 21921 in the Perryville Conference Room. Proposals must be submitted to the Purchasing Office, 200 Chesapeake Boulevard, Suite 1400, Elkton, Maryland in sealed envelopes clearly marked in the lower left-hand corner “RFP 19-10, COLLECTIVE IMPACT BACKBONE ORGANIZATION” no later than 4 p.m. on Tuesday, April 24, 2018.
