This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) The solicitation number is 70T05022Q7668N001 and is issued as a request for quotation (RFQ).  The acquisition is being conducted as a simplified acquisition pursuant to the authority of Federal Acquisition Regulation (FAR) Subpart 13.5.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07 effective 08-10-2022.

(iv) The acquisition is set-aside for small businesses. The associated NAICS code is 332999 with a small business size standard of 750 employees. For purposes of a Small Business award, the Small Business must re-certify its small business status with the applicable NAICs. Additionally, the Small Business classification shall be consistent in the System for Award Management (SAM).

(v) A list of line item numbers, items, and units of measure (including options) is included as Appendix A to this announcement. Quoters are to provide a Fixed Unit Price in accordance with Appendix A Contract Line Item Number (CLIN) Structure. Quotations shall be submitted on a Fixed Unit Price basis and quoters are encouraged to use additional discounts. Unit Prices for Quantity (1) will be used in Factor 3 pricing comparison and are for evaluation purposes only. The Government intends to establish quantities at the delivery order level.

(vi) The requirement is for badges and badge accessories this includes - pocket badges, tactical badges, leather commission books, leather badge holders, Lucite commemorative badges, badge refurbishment services, and badge destruction services.

(vii) The contract will be written with a one-year base period and four one-year option periods. 

UPDATED ANTICIPATED PERIOD OF PERFORMANCE:

Base Period: 11/1/2022 – 10/31/2023

Option Period 1: 11/1/2023 – 10/31/2024

Option Period 2: 11/1/2024 – 10/31/2025

Option Period 3: 11/1/2025 – 10/31/2026

Option Period 4: 11/1/2026 – 10/31/2027

Dates, places of delivery, acceptance point, and FOB point will be identified at the delivery order level.  Deliveries may occur anywhere in the Continental United States. Please see attachments for additional information.
