The Naval Air Systems Command (NAVAIR), Patuxent River, MD anticipates awarding Northrop Grumman Corporation (NGC) a Cost Plus Award Fee modification to contract N00019-08-C-0023-MQ-4C Broad Area Maritime Surveillance (BAMS) Unmanned Aircraft System (UAS) for configuration changes to the Mission Control System (MCS).
The purpose of this action is to modify existing MQ-FC BAMS UAS MCS to transition BAMS software to Windows 7 to include the Joint Mission Planning System (JMPS) framework.

NGC is the sole designer developer, and integrator of the BAMS UAS. Accordingly, it is the only contractor with the requisite personnel, technical knowledge, and expertise to provide this transition of software within the program's cost and schedule constraints while maintaing interoperability.

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. FAR 6.302-1 (a)(2)(iii)(A), states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.

THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government.
