1. The 5th Contracting Squadron, Minot AFB, ND, is seeking person(s) to operate a Non-Appropriated Fund (NAF) Barber Shop concession inside J.R. Rockers on Minot Air Force Base, in accordance with the attached Statement of Work. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number NAF-01 is issued as a Request for Quotation (RFQ). This acquisition is 100 percent set aside for small businesses. The North American Industry Classification System (NAICS) code is 812111 with a size standard not to exceed $7.0 million (U.S.). This combined synopsis/solicitation is NOT to be construed as a commitment by the United States Air Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement.

2. The Clauses, General and Special Provisions, Articles (Concessionaire Contract ), Statement of Work, and RFQ applicable to this synopcitation and the resultant contract are attached. 3. Description: This requirement is to operate a Barber Shop concession for a base period to begin on or about 1 October 2010 through 30 September 2011 with four (4) possible extension/option years. There is space enough inside the shop for two barbers and one apprentice. All barbers must possess a valid state barber's license.

4. The Concessionaire will pay the NAFI a percentage of gross sales monthly. The greatest percentage proposed will determine the awardee of subject concession.

5. Interested parties capable of meeting this requirement MUST submit a written quote to include their company or individual name, complete address and phone number, tax identification number (TIN), and DUNS and CAGE code if applicable. Oral quotes will not be accepted. All responses that meet the criteria contained within will be considered. Written quotes must be received no later than 17 August 2010, 3:30 p.m. Central Time and reference the solicitation listed above. Late quotes/offers may not be considered.
